Full width section has more options than row

Ok so in the demo there is a picture of mountains with a 4 counters in from of it and the section has the parallax effect. I am trying to duplicate this without using the “fullwidth section” since this code is “depreciated”. I am having a hard time figuring out how to duplicate this using “row” as there are not any options for pictures and other effects.
