CSS Not Working

I am having an issue where I put in the CSS in the Design Option on a page element in WPBakery but when I view the frontend page, the style is not there. I made the site mentioned below as a copy so it’s not production (although the issue is happening on production). So anything can be done on this site without issue. I’ve disabled all plugins other than WPBakery and WPML. I’ve already ensured that the WP_Memory_Limit is set to 256M. I’ve cleared the cache. And everything is up-to-date. I’ve already got a ticket open with our hosting company who cannot find any issues on their end. I will provide another post in private with all the website & login info.

As for the example issue in the post below, there is a custom heading as the first element on the page. When I navigate to the Design Option for that Custom Heading, I set the padding-top and padding-left to 100px to exaggerate it but when I look at the frontend page, the CSS for that element does not appear.
