Creating Construction Page

I am new to this but one thing I want to do before starting to work on my website is to create a “page under construction” page. I sure this is super easy, but if you could provide some basic steps/directions I’d appreciate it. It needs to be static and also needs to be up while I am working on the page. Can that be done? I’ll want to view my webpage as I am creating it. How will that effect the construction page?
