Color-Navigation Bar Unresponsive

Hello,

For some reason, when I alter the color through this setting, the color changes its “#” value, but the changes do not translate. I have tried to apply CSS manually to fix, but #ffffff comes out as a grey color. In addition, I am not skilled with CSS, so I cannot determine the root cause.

I do not like the idea of granting access to my account as many others do on the forum, could you tell me why this issue would occur?
