Cannot assign a new page to "contact" link

New Page will not show. I created a new contact page but old page which was deleted continues to show. If I give the new page a different link then it will show but any page using the “contact” permalink will not show- the old deleted page will show instead. How can this be fixed?

Page comes up as http://www.truereport.org/contact/
but should look like: http://www.truereport.org/contact-4/

And I deleted everything from the trash and there is not a draft with that name.
