Can I have two totally different page looks depending on the screen resolution?

Hello? Is there a straight forward way to create my website and have it view two totally different views depending on the screen resolution accessing it?

For example. Anything under 2000 x 2000 will see “Design A” and anything above 2000 x 2000 will see “Design B” ?

Heres the project I am working on. The attached image looks super sick on larger monitors. But when I scale the window down into ‘cell phone size’, the text is all over the image and you cant read it. I made the adjustments in Yellow Pencil.
