blog layout will not change

trying to change the home page of blog to one of the different layouts like blog small (http://hb-themes.com/themes/highend_wp/blog-small/)but it doesnt matter which option i choose for the template it will not change. All i get is one big picture and the same exact layout for the blog home page and the actual post. i only have one plugin running which is wp supercache. tried almost every blog template.
