I have a single page with main menu anchor links intended to navigate to specific headlines lower down in the page:

The page was built using the Highend theme and WPBakery Page Builder. To look acceptable on mobile phones, the page includes some responsive design customization with images and text blocks that appear on desktops and tablets, but hidden on mobile phones, and vice versa.
I’ve tried inserting the anchor links in a few different places, but none of the results are completely accurate:
VERSION 1. Anchor links on the rows with the relevant headlines. RESULT: Visitors arrive too low, with the headline and the beginning of the following paragraph not visible.
VERSION 2. Anchor links on the row above the relevant headline. RESULT: Visitors arrive too high, with half of the previous row (typically an image) visible.
VERSION 3. Anchor links on a “dummy” row (with no content) inserted above the relevant headline. RESULT: Similar to putting anchor links in the headline, as in VERSION 1, above.
VERSION 4. Anchor links in columns instead of rows. RESULT: Similar to previous.
The results also vary in unpredictable ways between the “desktop” view and the “smartphone portrait” view.
