Accent Color in Navigation

I have edited the main accent color and the header, special header background but continue to have this turquoise color be the navigation menu highlight. How do I change this to a custom RGB# color?

This same color is on the wheel that turns when pages are loaded. Betting there is a way to change this theme color outside of the “accent color” in the customizer. But I can’t figure it out.

You’ll also see an extra white border at the top of the home page that I’m unsure how to get rid of. If you can advise on this as well that would be much appreciated.
