Issue with setting image as background in full width row

I’m having issues displaying an image as the background in a full width row. I’m using Highend theme 2.4.8 9 (child), VC 4.7 and VC Ultimate Addons 3.9.4. All documentation I’ve researched says it’s possible using the fullwidth feature in VC, yet I can’t get it to work.

Here is how I have it set up
Row Settings – Row Stretch set to ‘Stretch Row’
Fullwidth Section – Enable, Section Background is set to black
Design Options – Background Image is set
Background – Default, but I have tried setting the background image in here also

What I get with these settings is a full width row that is black. I can see the background image behind my row content, but it’s not full width, it’s getting cut off at the page content borders.

As I mentioned before, I searched the web for similar issues and most of the content is old, even the videos that VC has do not match the options in my version. Your theme has depreciated the full width element stating it can now be done in VC but I’m not getting it to work.
