Do not want hover color on links in the "Top Bar" to use Accent color

I’m looking to change the CSS for the hover color for links in the “Top Bar” – I do NOT want the top bar hover color to use the theme’s default Accent color defined in the color setting, I want to define this color myself.

Please provide me with some direction on the CSS to assign a color to this hover value. I can’t seem to find it for myself.
