Footer messed up

Hello,

My footer no longer wants to show up at the bottom of the page; instead, the footer is “behind” my page at all times, then I scroll down and I see the full footer but can’t click the links.

Not sure why this is happening (sometimes it loaded find then when I just “click” the “login” button in the corner the footer would popup in the background.
