Transparent Navigation Bar

I would like to have the transparent navigation bar. I have seen this css code

“#main-wrapper #header-inner.stuck #header-inner-bg { background: rgba(255,255,255,0.1) !important; }”

However, I have placed in in the one place I know of to add css for the entire site. The custom CSS box in the general settings. It did not work. I have noticed in other threads that there is a checkbox but I cannot find where this is.

“That can be easily done by clicking the Enable Special Header Style option. The option is located below your content editor, under the Misc Settings box.
The option is available per page only, you cannot set it globally for all pages though.

“Content Editor” seems to be eluding me. Attached is a screen shot of my mouse hoving over “highend” in the dashboard and there is not a “content editor” option. Additionally, I cannot find it in the “appearance” > “highend options” that I can see.

Help!
