Responsive Images Similar to Responsive Gallery

Hello, I am trying to make a row of responsive images similar to the format of the Gallery Posts. I am looking to make it so when you hover over an image, it gets an opaque black mask and displays some text, then be able to link it to an external site or different page on the website. (similar to reigningchamp.com)

Is there an option to code this or create these images with the widgets provided? Or modify the gallery widget to display different text and link elsewhere rather than pop up gallery?
