Process Steps not in Visual Composer drag and drop element list

I’m looking to use the Process Steps element as described here: https://hb-themes.com/themes/highend_wp/process-steps/

I do not see the Process Steps element as a drag and drop element in Visual Composer. I see a lot of other HighEnd elements in Visual Composer, but not Porcess Steps.

Should Process Steps show as an element in Visual Composer? If so, how do I troubleshoot the issue? I’ve done updates. I’ve even checked other websites that I have that use HighEnd and Visual Composer.
