Floating Logo and move page title

Hello,
Sorry I know this is a bit confusing, but my web client is wanting to have the logo over the page title. I have tried my usual tricks of adjusting the design layout, but I keep getting stuck. Essentially I want to set the logo, but I am fine modifying the CSS or whatever I need to do to shift the logo down, and move the page titles over to the right. I have attached 2 pictures, one of what I have so far (trying to use a page element), and an image of what I am trying to achieve. Any help is greatly appreciated.
