Page level Sub-Menus

Hi, Can you add page level menus for each page? Instead of adding bookmarks within a page, I want to add a sub menu on a page that stays on top of the page regardless of scrolling. Each page will/should be able to support a different sub-menu. A sidebar is not the solution to this problem. thanks in advance
