Simple text popup from footer’s Privacy link

As per the topic title, in keeping with the idea of a 1-page landing page, i would like a user to tap Privacy etc on the footer and just have a popup text-based bubble/ballon/window for a quick read, similar to the chat popup. I have read through this forum for a while, and no explicit luck as yet. Ideas or pointers?
