Tabs How to use?

Logical setup the tabs and other items don’t have?
Is there a better description than the documentation to tell how different settings are added to fields, and things like tabs:

I added a tab item to the layout.
Then I added a title for the tab. I wanted three tabs total, so I added two more. I save the changes as I went, and then viewed the tabs on the site. Two of the tabs were there not 3 as expected?
I then tried to add or edit the tabs again with the same result. Gave up!
Next I added a FAQ row to the first tab, and highlighted the second tab and added another FAQ element there. I added data and the FAQ title.
Looked at the site and only one tab had the FAQ row on the tab. The second one was blank. When I returned the row I added to the second tab was gone? Giving up again.

What is the process to make things edit correctly on the tabs?
